Update of bug #53369 (project octave):

Follow-up Comment #2:
Some more experimenting:
After being started from the installer the Octave GUI runs hidden and needs to
be killed from the task manager.
But after that, double-clicking the desktop icon or selecting the GUI from the
start menu does lead to the GUI appearing on the desktop.
