Follow-up Comment #9, bug #53368 (project octave):

I run make hg-octave-dist which builds a nive version of octave, creates a
tarball and copies to pkg (works on my machine for 4.5.0+) 

then use that for a normal make (or make nsis-installer) (fails on my computer
with the prepare_qhelp.py error.)
