Follow-up Comment #5:

Someone might want to test this again with the upcoming Octave 4.4 on Windows.
The error handling from Fortran routines was especially troublesome on
Windows, but Octave's internal error handling has been completely redone for
4.4. I don't have access to Windows to test this, but it may be an improved
error reporting experience.
