This doesn't break any installation or test code. It looks to me like the dwt function was added hastily from the "wavelet" repository that Lukas was working on a few years ago. Do we want the signal package to start incorporating more wavelet functionality? Or do we want a separate wavelet package that corresponds to the functions in Matlab's wavelet toolbox?
