Follow-up Comment #3, bug #53409 (project octave):

I meant rearrange within the QMainWindow as widgets.  It's the common behavior
of QDockWidget::DockWidgetMovable not active, when the mouse-title-click-drag
moves things around, but let go of the mouse button and it snaps back to the
original location.  This looks like something particular the Qt version noted.
 Newer versions work fine.  I can't think of any reason this shouldn't work
(turn off QMainWindow::AnimatedDocks for the main GUI window and there too the
octave_docK_widget objects are locked in their locations).
