Follow-up Comment #3, bug #53388 (project octave):

I wasn't working on this bug, but I separately redid the documentation for
SEEK_SET (http://hg.savannah.gnu.org/hgweb/octave/rev/db1e3f3664f4) and
tic/toc (http://hg.savannah.gnu.org/hgweb/octave/rev/66c35303d272) which
resolves the issues mentioned here.
