Follow-up Comment #4, bug #53499 (project octave):

Savannah's upload limit is incorrectly documented.  The limit is 2^21 bytes or
approximately 2MB.

Can you use compression on the file to get it under the 2MB limit?  Otherwise,
you will need to place it in some other area like a pastebin or dropbox.
