Details:

Many free software projects include a DOAP descriptor file in their source
tree / source release. DOAP is an XML data format for describing a software
project (Description of a Project).

This would only involve adding a static XML file to the Octave source tree and
including it in EXTRA_DIST. The intent is that catalogs and aggregators of
software projects can pull DOAP records to populate databases of software
projects.

I'm attaching my first stab at a basic DOAP file for Octave.
