Details:

Using win10. When the install would not find the packages installed via the
windows .exe installer I tried to use the force to install e.g.   pkg install
-forge (package name)
I could install the signal via that way but not the communications or the io
package.

Is there something I must do when installing 4.2.2? I've tried installing
multiple times, to include using the "install as an administrator" 

I've even put the communications and io packages in the 
C:\users\rayirwin\ path.

Please provide a work around solution.
