Yes, environment variable names can include both uppercase and lowercase ASCII
letters, and Octave's getenv, setenv, putenv, and unsetenv functions all
support that.
I think the bug is that the environment variable should not be cleared in both
cases.
The Gnulib setenv and unsetenv replacement functions should use case-sensitive
string matching to add, replace, and remove environment variables. If that's
not true, then that's a bug.
