Thank you for your detailed bug report about this issue. This was indeed an
issue with both --eval and script files in Octave 4.2. Fortunately this has
already been fixed in the latest release Octave 4.4, for both --eval and a
script file argument.
I have started a small independent regression test project to make sure Octave
command line syntax continues to work as expected, feel free to submit ideas
for additional test cases: https://github.com/mtmiller/octave-test-suite
