Follow-up Comment #7, bug #53984 (project octave): As to your 2nd option: All packages that have dependencies (other packages or external libraries) *DO* have their dependencies mentioned in their DESCRIPTION file. So with that out of the way, how would you suggest to handle mutual dependencies where newer A depends on newer B and newer B depends on newer A?
