Follow-up Comment #1, bug #54230 (project octave):
I don't see how this is a bug in Octave. As far as I know, Octave doesn't do
anything to set the number of threads that OpenBLAS will use. If you need to
limit the number, then from reading the OpenBLAS code, it looks like you can
set OPENBLAS_NUM_THREADS or OMP_NUM_THREADS in your environment before
starting Octave.
