Details:
In Octave 4.4, if you run octave --no-gui-libs or octave-cli, the 'qt' toolkit
is not listed in available_graphics_toolkits, and cannot be chosen. This has
regressed in Octave 5, probably as a side effect of making the 'qt' toolkit
dynamically loaded. Is there a way to keep the toolkit dynamic but also
prevent it from being shown in available_graphics_toolkits?
