Details:

On one of my Arch Linux installations, after installing octave, octave and
octave-cli fail to start.
The system is up to date. ~/.octaverc and .config/octave/ don't exist.

terminate called after throwing an instance of 'std::out_of_range'
  what():  basic_string::substr: __pos (which is 17) > this->size() (which is
16)
fatal: caught signal Aborted -- stopping myself...
Aborted (core dumped)


This is obviously not the expected behaviour and probably not an Arch-problem:
