Follow-up Comment #1:
I think this is a duplicate of another bug report or it has come up before on
the mailing lists.
Anyway, you do not need to install the signal package at all, it is included
in the Windows installers for 4.2.2, 4.4.0 & 4.4.1.
All you need to do (after re-installing Octave, as by trying to install it
from "forge" you've probably affected the included installation) is LOADING
the signal package by giving the command:
pkg load signal
and you're good to go.
