Follow-up Comment #5, bug #56030 (project octave):

More careful examination has shown that the right click is extremely sensitive
to movement of the mouse after the actual press down; if I concentrate on
keeping my hand absolutely motionless during and after the press, then
operation is normal. If there is strong motion then absolutely nothing happens
- no hint of a menu; a more subtle motion triggers the immediately closing. In
other words, it must be checking how much the mouse has moved after the
initial click.

I have never noticed this sensitivity in other programs, including the
previous Octave.
