Follow-up Comment #2, bug #56080 (project octave):
I checked the control package:
$ make distclean && make dist && sha256sum target/control-3.2.0.tar.gz
...
5d1c616f8a8af5cb68cd2957f9570d1eec9ca3d85321116bd8da78cfe5efaa2
target/control-3.2.0.tar.gz
$ make distclean && make dist && sha256sum target/control-3.2.0.tar.gz
...
8d9bb729bad517bbd45759fa7d3ff0b32801068afe81adb281b1f1fceec867cd
target/control-3.2.0.tar.gz
It created the configure script from configure.in, which changes the date of a
file, so changes the tarball checksum, so is it even possible to create a
reproductable tarball without checking in all generated files ?
