Follow-up Comment #2:

I fixed this by implementing tighter input validation as Matlab does.  See
https://hg.savannah.gnu.org/hgweb/octave/rev/7f605f88d1e3.

This was fixed on the development branch that will become Octave 6.1.0.

In the meantime, use position inputs (x,y) that match the size of the vector
field to be drawn (u,v).
