The conclusion is that Octave will not implement this feature because it
introduces an inconsistency between scalar multiplication and vector/matrix
multiplication which is deemed confusing. In addition, the current behavior
is only a problem with NaN/Inf construction of complex imaginary values and
that has a very low incidence rate which can be worked around by calling
complex (xxx, Inf).
Marking as "Won't Fix" and closing report.
