I've observed this bug since the beginning of the Octave 8 series (Octave
7.3.0 and prior versions work fine). I use Debian and I compile always Octave
from the official tar.gz sources

When I start Octave GUI from a shortcut or from the command line as octave
--gui, sometimes and randomly Octave GUI does not start. If I executhe then
the ps -U user command I can see the tasks octave and octave-gui running with
a PID assigned. But the GUI does not appear and I need to kill octave and
octave-gui and try again until the GUI starts. If I called as octave --gui
from the command line anything is printed on the screen
