Follow-up Comment #23, bug#64982 (group octave):

The Makefile rule for updating the .ts files doesn't have to be a dependency
of any other rule.  But having it would be a way of recording exactly what
needs to be done.  Also, as a Makefile rule it would have access to the exact
list of source files that need translations so we could arrange for the
update_ts_files script to use exactly those files and there would be no chance
of accidentally picking up random files in the source directory tree.
