Follow-up Comment #3, bug #65629 (group octave):

there's a OCTAVE_HOME/etc/pacman.d/gnupg folder in the windows version
extracted from the zip/7z archives, but I've never had issues removing that
and the rest of the octave folder with user level permissions whether having
used the bash shell or not.
