FFTW patch to Octave

I've written a few modifications to Octave so that it uses the FFTW
library.  I used a CVS version downloaded on November 24, 1999.  A few
more improvements can still be done; see the README.fftw file for
details.  This because my knowledge of Octave's internals is still
somewhat sketchy.
