new version of except.cc

I'm attaching a tar file with a new version of except.cc.  This
one includes two source files, except.cc and work.f, to show how we
are handling errors and interrupts in Fortran code, including
interrupts and errors in the Fortran code and and allocation errors in
the callback functions.  It also includes a configure script and
Makefile to take care of all the ugly little details.
