Yes. However, the distribution tar files contain the DVI and PS files
already, so whether or not you have TeX installed, the Makefiles
should not attempt to rebuild the DVI and PS files unless something in
the sources changes. But there could be a bug, so the files are
rebuilt anyway. Would someone like to try to track down the reason
that this is happening?
