Subscribers get automatic notification when anything is committed to the CVS
repository.  This makes it easy to follow the upstream development.  Also,
the public archive is useful for looking at the changes.  We are doing this
for octave-forge and I find it very handy (See
http://sourceforge.net/mailarchive/forum.php?forum_id=33111).  Of course,
YMMV.

Sending mail at each CVS commit is fine.

It is just a matter of creating a new mailing list at octave.org and adding
a single line to CVSROOT/loginfo, like the following (example taken from the
octave-forge repository):

^octave  /cvsroot/sitedocs/CVSROOT/cvstools/syncmail -u %{sVv} address@hidden
