Some time ago, there was a hardware failure on the system that
provided the rsync service. When the machine was replaced, I forgot to
configure rsync again. I've fixed that now, so you should be able to
get a complete copy of the public CVS archive files now. The command
in the message you cite is not quite right. I think it should be
rsync -av www.octave.org::octave-cvs/ ./octave-cvs/
