Thanks for sending these functions (tar, untar, unzip).  I checked
them in with some changes.  The biggest functional change is that I
deleted the code that tries to do compression and uncompression on tar
files based on the name of the file.  The reason for this is that not
all systems have GNU tar, so the options you assumed won't always
work.  I also fixed untar to not depend on -C to create an output
directory.

Your @seealso strings include gzip, gunzip, and zip.  Did you also
implement those functions?
