You mean by putting the text for the body of the page in a separate
frame, for example?  Maybe that would work, but I think it would be
best to keep the pages relatively simple.
That would produce the effect I was trying to describe. However, there may be other ways to obtain the same thing, which could still keep the pages simple. In particular it is important to make them easy to maintain -- which frames are not (in my experience).
