new octave-forge test website

Dear All,

Soren has created a new look for the octave-forge website. The reason
for this was to avoid the drop-down menus on the function reference page
and replace them with a menu in the left side-bar. This of course means
that the existing side-bar has been moved to the top of the page. He
also add doxygen documentation to the octave source code in the
documentation page.

I've updated all of the packages to the latest CVS versions (including a
port of the graceplot package), the changelog  etc and made the test
website available at http://octave.dbateman.org

Please comment on this site. I hope at the release of 2.9.10, the first
release with a fully functional package manager, to replace the existing
octave-forge website with this and upload all of the packages to the
sourceforge download page..
