This is after configuring with just --prefix=/usr, or with that and
--libexecdir=/usr/lib?  If you just use --prefix=/usr and don't
explicitly set libexecdir, then the value of libexecdir should be
/usr/libexec.

| and the output LOADPATH is empty.

Empty, or set to ":"?  If it is empty, then I don't see how Octave
could find any functions.
