You could also open a new octave project at sourceforge and use it's
bug tracker.

Trac + SVN would be my preferred option. Though another choice might be
to just use the bug tracker on octave-forge officially for the tracking
of bugs in octave itself.. It doesn't see much use at the moment, but is
not that hard to use, and has the advantage that someone else (ie
sourceforge) maintains it...
