Yes, that's noticeably better!  There is still the doc tests which behave a bit 
like the .df tests:

make[4]: Leaving directory `/usr/local/src/octave-cvs/octave/scripts'
making arith.texi from arith.txi
arith.texi is unchanged
making audio.texi from audio.txi
audio.texi is unchanged
making basics.texi from basics.txi
basics.texi is unchanged
making bit.texi from bit.txi
...

but that is a much shorter list.
