If this is a ToDo list for 3.0, I'd suggest only the following

* Any outstanding plotting changes should be included...
* The manual needs further work.. See my message

* Get the pkg command to a state that debian packagers will accept it.
* bug fixes

and that's it.. Anything else should be treated on a case by case
whether it goes into 3.0 or delayed till 3.1 now.. In any case, I'm only
looking at points 2 and 3 now, and the spline stuff was just incidental
to that :-)
