Is GNUPLOT_HAS_FRAMES used anywhere?

Hi, 

I stumbled across GNUPLOT_HAS_FRAMES in configure (the test for it is
failing in chroots without X). Is there any code which uses this
variable? Otherwise, I think it could be dropped.
