I checked, and also asked address@hidden and I think these (and all
the other dependencies of Octave) are OK, so I've changed the license
of Octave to GPLv3 or any later version.
Although this change touches nearly every file in the source tree, I
don't think it will cause many conflicts because the changes are
mostly to the copyright notices.
