Since I always argued for 'batteries included' I'll put my two cents
in.  I don't think the concept of packages is in conflict with
'batteries included'---on the contrary, packages are the best
implementation of it.. A monolithic octave with everything built in
would be more like a submarine with a built-in nuclear reactor (did
you know that to replace the reactor, they essentially have to cut the
sub open, swap the reactor module and then weld it back shut? a big
deal, considering that they are cutting into the pressure vessel that
keeps everyone dry under water)

'batteries included' just means that functionality is available for you
to easily install and turn it on :)
