You're right, John -- running configure with
CPPFLAGS=-I/usr/include/pcre works -- 2.9.16 configured, compiled, and
tested as expected.

So, sounds like it should be possible to use pcre-config automatically
in configure and set CPPFLAGS to the pcre include path if needed (which
it is not currently doing).
