News for mingw user Msys 1.011 (are not packaged.)

Msys 1.0.11 tools are not packaged and distrubuted in tar.bz style.
Sorry for my carelessness.

But it will be useful for preparation.
I will try them for octave building when 3.0 will be realeased.
