Hello David

In my case, I used termcap in GnuWin32 and it is in the /GnuWin32/include on 
the Msys assignment.

In mkoctfile,

 ${CPPFLAGS="-I/mingw/include -I/mingw/include/c++/3.4.2 -I/GnuWin32/include
-I/usr/local/octave-2.9.19/include -Ic:/progra~1/Pcre/include"}

${LDFLAGS="-L/mingw/lib -L/GnuWin32/lib -L/usr/local/octave-2.9.19/lib"}

were described.

Mmmmmm!

Anyway, thank you for your information and I will try to extract the gz file 
and ./configure and make
to get more information.
