Multilingual pager for octave on windows

Hello

I have been considering multilingual pagers because the octave supports page 
screen output.
For non-english environments, multilingual pagers are desireble.

For the cygwin, the lv pager (http://www.ff.iij4u.or.jp/~nrt/lv/) can be used.


For the MS-windows, I tried to build the lv on mingw but failed.
The latest less-418 supports multilingual treatment but it use utf-8 
so that it cannot be used as a pager.

At the moment, I set page_screen_output(false); and the screen buffer of 
cmd.exe is 3000.

Does any one know a good  multilingual pagers which works on windows?
