It is by design. You might want to install "dlocate" which can help you
finding out what package brought a certain file.
In your case, it's octave3.0-headers which on installation will trigger
the installation of the necessary development libraries and headers (on
Fedora, it seems to be octave-devel).
octave-pkg-dev is probably of no interest to you.
