I committed an initial version of the event management + locking
in the graphics mq. People interested can review it.

John: if you're OK with this, you can go on and integrate them into
your archive.

Maciek: when (if) this code gets integrated, could you update your patch
about backend notifiers and I'll integrate it into the graphics mq.
