It is true for variables the control the behavior at run-time only,
but if we introduced a directive that takes effect when a file is
parsed, and that is limited to the scope of the file or enclosing
function, then I think we could avoid most (or all) of the problems.
To be sure probably requires a little more thought and some discussion
about the design, but I think it is possible.  Still, someone has to
do the work to implement, and at the moment I don't have the time or
interest to do it myself.
