The normal place to put the "or any later version" clause is in each
source file.  The COPYING file typically just contains the text of the
license.

I don't see copyright statements in the CLN source files though.  I
don't know what the intent is, but I guess you have to assume GPLv2
and nothing else.

OTOH, GiNaC has the "version 2 or any later version" clause in the
source files.  So it might be worth asking what the intent is for the
CLN license.

I don't see a statement saying that it is strictly GPLv2.  Yes, he
says GPLv2, but he doesn't say that there is no possibility to use a
later version if you wish.

If they are anti-GPLv3, then they should probably fix the links on
their web site...
