This seems to be the right choice.  The font story is a
slippery slope.  A point of fontconfig is to isolate applications
from at least some of the headaches.  It should also reduce
the burden of adapting to future changes.

It does appear that the gnuplot code passes through font
information, but it also does something with fonts because
I sometimes get font error messages from it.  This is happening
now, for instance.
For binary packages, I think it is up to the packager
to get the dependencies right for the given system (debian, fedora,
windows, whatever).
Anyhow, this is the right place for such dependencies.
