My binaries for cygwin have been deleted on the web.

The patch deletes the description of my binaries.

The information octave 3.2.2 on cygwin-1.7 should be added.

The addition is better to be done by the maintainer of the current release : 
Marco Atzeri.
Perhaps he will add changes.
