Building using TDM's mingw32 gcc-4.3.0-2 succeeds with make check 
resulting :

the imread test currently fails because the graphicsmagick dll is not 
yet really location-independent, but depends on the correct setting of 
MAGICK_HOME environment variable (which is not set by the run-octave 
script).

Calling imread() from within an (properly) installed octave works.

The other fails are known.

Yes it works for the windows terminal using gnuplot CVS-4.3.0-2009-07-08.
