It is not happening. config.log says:
[godfrey-pbdsl3:octave_fltk_devel] grep -i atlas config.log
1729:configure:16724: checking for ATL_xerbla in -latlas
1730:configure:16767: gcc -o conftest -g -O2    conftest.c -latlas  -lm   -L/usr/lib/gcc/x86_64-redhat-linux/4.4.1 -L/usr/lib/gcc/x86_64-redhat-linux/4.4.1/../../../../lib64 -L/lib/../lib64 -L/usr/lib/../lib64 -L/usr/lib/gcc/x86_64-redhat-linux/4.4.1/../../.. -lgfortranbegin -lgfortran -lm >&5
1731:/usr/bin/ld: cannot find -latlas
17058:ac_cv_lib_atlas_ATL_xerbla=no
======================
The atlas libs seem to be in: /usr/lib64/atlas/

Someone seems to have a path problem.  Too late
here for me to look at it tonight.
